HEDC assists individuals and small business owners through wealth-creation programs and services:
- Operation JumpStart Primer Paso program that delivers a “how-to”, hands-on approach to providing aspiring entrepreneurs with a comprehensive set of resources to help start and grow successful businesses.
- Business Development Program – HEDC provides one-on-one technical assistance to current and aspiring entrepreneurs needing help with starting, sustaining or growing a small business. Among the services provided:
- Start-up assistance
- Business plan assistance
- Strategic growth plans
- Market research and analysis
- Financial assistance, loan packaging
- Obtaining business licenses and permits
- MWD/BE application assistance
- Microloans for existing clients to assist with business expenses. Impacto Fund, Inc. was established in 2011 to improve loans and services to micro-enterprise businesses operating within its targeted market. Through the provision of these economic community development activities, the Fund provides resources to clients that would not be served otherwise by traditional institutions. It also seeks to help these businesses move from non-traditional financing sources to stability in their businesses where they will qualify for lending activities through traditional sources.
