The City of Kirksville Finance Department issues business licenses and regulates the business activities of industries such as: retail, food and liquor establishments, entertainment venues and theaters, service for hire, manufacturing facilities, and motor vehicle repair shops.

The City of Kirksville has established various zoning regulations that control the location and the operation of all commercial activities including home-based businesses. A brief check with the city's Codes and Planning Department prior to signing a lease agreement or purchasing commercial property may prove to be valuable.
The City of Kirksville also offers financial assistance and other incentive programs for businesses operating within city limits. A few of the most commonly used programs are:
A Revolving Loan Fund is administered by the city. Each loan must be approved by the city staff council. If parameters set by the Council are met, the loan may be forgiven.
The Small Business Facade Program is intended to provide an incentive for property owners to rehabilitate, reuse, or enhance commercial buildings in the City. The Program is focused on providing financial assistance for façade (exterior) improvements to commercial buildings. These monies are in the aforementioned Revolving Loan Fund, so an application still requires MoDED notification and approval. Application and Eligibility Criteria
The Demolition / Rehabilitation Program is an additional loan program administered by the City. This program is funded at $25,000 annually, with $10,000 designated for demolition, and $15,000 designated for rehabilitation. This program offers most property owners who cannot afford to demolish the structure the funds to eliminate that portion, or all of the structure, which is in violation.
