In 2016, the International Trade Administration of the U.S. Department of Commerce launched the EU-U.S. Privacy Shield Framework to provide U.S. companies with a mechanism to comply with EU data protection requirements when transferring personal data from the EU to the United States.

Any company doing business with the EU transferring personal data. It applies to any U.S. company that holds/processes/transfers EU personal data (have EU staff, sell to an EU customer, have a database of prospective EU clients, and to those merely monitoring behavior online). Individuals involved in legal/compliance, technology companies, consulting companies, marketing companies, healthcare companies, and/or anyone transferring or sending personal data electronically.
